In November 2021, the North London Waste Authority (NLWA) introduced dedicated polystyrene collection at eight reuse and recycling centres (RRCs) across north London—initially piloted at Waltham Forest and Barnet facilities. Prior to this, over 10,000 tonnes of EPS ended up in residual waste annually, typically incinerated.
Residents are now asked to bring clean EPS—such as packaging and insulation—to RRCs, where Greenbank Recycling Solutions operates compactors onsite. The compacted material is processed into insulation panels, and hard plastic goods like toys, picture frames, and coat hangers.
This initiative follows NLWA’s broader waste strategy, which includes a successful mattress recycling trial (13,600 mattresses collected in 10 weeks), highlighting a proactive approach to often-overlooked waste streams.
System logic: Infrastructure meets public engagement
- RRC integration: EPS added to the 29 waste streams collected at reuse and recycling centres; signage encourages correct disposal (circularonline.co.uk).
- Onsite compaction: Greenbank-provided compactors compress EPS at the centre, reducing volume dramatically.
- Market reuse: Collected EPS is remanufactured into insulation panels and recycled into durable goods, creating a circular product flow (circularonline.co.uk, Resource.co).

Why this matters
NLWA’s rollout demonstrates that integrating EPS into existing municipal facilities—rather than relying on curbside bins or pilot events—enables visible and scalable resource recovery. The initiative reduces incinerated volume, enables local reuse, and offers actionable proof of systemic circularity.
This case provides a replicable model for urban regions aiming to evolve recycling systems with infrastructure at the core—without overselling the idea, but delivering measurable results.
